The Kuki CSO Working Committee, Ukhrul (WCKCSOs-Ukhrul) on Wednesday declared a restriction on the entry of Security Forces into all Kuki villages in Ukhrul district, citing a collapse of public trust and failure to act against perpetrators of recent attacks. In a strongly worded statement titled “Perpetrators Identified, Accountability Deferred,” the Committee said that three months into the crisis, Security Forces have identified those behind repeated assaults on Kuki areas yet remain “unable to act decisively due to political pressure.”
The Committee described the current enforcement paralysis as “both alarming and unacceptable,” adding that actionable intelligence exists but has not translated into arrests or deterrence. At the same time, it accused the NSCN (EF) and its supporters of running propaganda to “distort ground realities and influence public perception” as Kuki villages continue to face aggression. The statement was issued from the Committee’s office in Zalenbung, Litan, under Ref. No. WC/PR42/04/26.
Detailing the pattern of violence, the WCKCSOs pointed to a “full-scale attack” on Mulam–Shongphel on April 24, 2026, followed by attempted assaults on multiple villages including Yaolen Chepu, Mongkot Chepu, Lamlai Chingphei, Mulam, and Shongphel on April 28. It noted recurring targeted firings in Mongkot Chepu and surrounding areas, stressing that these are not isolated incidents but part of a “clear and ongoing pattern” of sustained and coordinated aggression against Kuki habitations.
The Committee raised alarm over security operations conducted on April 30, which it said were directed toward the very villages that had come under attack, instead of against those responsible. “Operations conducted equally and without partiality on both sides would have been understandable—this is not,” the statement read. The WCKCSOs said the move raises serious concerns about impartiality and reinforces a growing perception that aggressors are being shielded while victims are further burdened by state action.
According to the Committee, the conduct of Security Forces and the inaction against identified perpetrators have “severely undermined” public trust in both state and central authorities. The chiefs and civil bodies argued that Kuki villagers in Ukhrul have been left without protection despite months of documented attacks, with no visible steps taken to restore confidence or ensure accountability for the violence.
In light of the situation, the WCKCSOs announced an immediate restriction on the entry of Security Forces into all Kuki villages in Ukhrul “until credible, impartial, and effective action is ensured.” The Committee said it would continue to pursue constitutional means to protect its people but warned that further inaction would deepen alienation.
