Kuki CSO Panel Directs KCA to Collect Hill House Tax, Shift Remittance to Kangpokpi; Slams Govt ‘Failure’

The Kuki CSO Working Committee (WCKCSOs), Ukhrul has recorded its “strongest exception” to what it called the persistent failure of the Manipur government and the Centre to address the grievances of the Kuki populace in Ukhrul and Kamjong districts, according to a directive issued Friday.

Despite sustained representations, the governments have failed to ensure civilian security, operationalise the March 19 MoU, or provide an alternative administrative mechanism, the committee said. This has led to “prolonged insecurity, administrative paralysis, and institutional neglect,” the directive stated.

The committee cited “relentless intermittent attacks” by NSCN(EF) on May 22, 2026. It said Mongkot Chepu village came under repeated assault from the direction of Sikibung at 6:39 AM, 8:14 AM, 11:35 AM, 2:28 PM, 3:30 PM, 7:54 PM, and 8:28 PM. On the same day, Patleijang was attacked from the direction of TM Kasom/Roudei around 10:30 PM. “The continued failure of the authorities to prevent recurring hostilities has gravely eroded public confidence,” WCKCSOs-Ukhrul said.

Accordingly, the committee issued two directives with immediate effect:

  1. Direction to KCA: The Kuki Chiefs’ Association (KCA) has been directed to undertake collection of all Hill House Tax from Kuki villages in Ukhrul and Kamjong and propose a date for formal remittance to Kangpokpi district authorities.
  2. Direction to KSO-Ukhrul: The Kuki Students’ Organisation (KSO), Ukhrul has been instructed to intensify peaceful democratic agitation, including installing hoardings and signages identifying Kuki villages of Ukhrul and Kamjong as falling under Kangpokpi district, in coordination with local youth clubs and village authorities before June 1, 2026.

WCKCSOs-Ukhrul asserted the measures were necessitated by “continued governmental apathy, repeated security failures, and administrative indifference confronting the Kuki populace.” It added that concerned authorities “shall bear full responsibility for any further deterioration arising from continued inaction.”
