Songpi: A review meeting on the ongoing Special Intensive Revision (SIR) 2026 of Electoral Rolls was held today at the Conference Hall, Mini Secretariat, Deputy Commissioner’s Office, Tuibong, Churachandpur.
The meeting was chaired by Electoral Roll Observer for Churachandpur and Additional Chief Secretary (TA & Hills / MAHUD / GAD), Government of Manipur, Shri Vivek Kumar Dewangan, IAS.
The meeting was attended by District Election Officer / Deputy Commissioner Churachandpur Shri Krishna Kumar, IAS, Additional District Election Officer Seiminthang Lenthang, MCS, all Electoral Registration Officers (EROs), Assistant Electoral Registration Officers (AEROs) and representatives of recognised National and State Political Parties.
During the interactive session, the Observer urged all EROs and AEROs to ensure that no eligible voter is left out during the revision process. Emphasising the Election Commission of India’s commitment to maintaining an accurate and inclusive electoral roll, he invited suggestions, queries and grievances from political parties and members of the public.
The Observer heard the concerns raised during the meeting and assured that the issues would be looked into as per ECI guidelines. He directed officials to ensure that electoral rolls remain accurate, up-to-date and free of ineligible or duplicate entries. He appreciated the efforts of the district election machinery and stressed the importance of close coordination among election officials, political parties and the public to ensure a transparent, inclusive and error-free roll.
Later, the Electoral Roll Observer, accompanied by the DEO and election officials, inspected the Tuibong SDO / ERO Office at Kholmun and interacted with officials engaged in the revision exercise.
Manipur SIR 2026: Latest Status
According to the Office of the Chief Electoral Officer, Manipur, the state has completed the crucial enumeration phase. The phase was conducted from May 30 to June 28, 2026 across all 16 districts with the help of 60 EROs, 84 AEROs, 317 BLO Supervisors and 2,956 Booth Level Officers.
On July 5, the draft electoral roll was published. Out of 20,93,076 potential electors, a total of 19,34,399 enumeration forms were received, achieving 92.42% coverage. The draft comprises 9,40,466 male, 9,93,660 female and 294 third-gender voters.
The exercise identified 43,000 deceased electors (2.06%), 1,08,283 shifted / absent electors (5.17%) and 7,394 multiple registrations (0.35%) who will be retained at only one location. Special arrangements were made for Internally Displaced Persons (IDPs) through District Nodal Officers, a critical step in the post-2023 conflict context.
The claims and objections period is currently underway till August 4, with disposal by September 2. The final electoral roll for Manipur will be published on September 6. The number of polling stations has been increased from 2,956 to 3,041 to ensure no booth has more than 1,200 electors.
All-India SIR 2026: What is Happening Across the Country
The Manipur exercise is part of the massive nationwide SIR 2026 announced by Chief Election Commissioner Gyanesh Kumar on October 27, 2025.
The ECI is conducting the revision in three phases. Phase-III, which includes Manipur, was announced on May 14, 2026 and covers 16 States and 3 Union Territories – Andhra Pradesh, Arunachal Pradesh, Haryana, Jharkhand, Karnataka, Maharashtra, Manipur, Meghalaya, Mizoram, Nagaland, Odisha, Punjab, Sikkim, Tripura, Telangana, Uttarakhand, Delhi, Chandigarh and Dadra & Nagar Haveli and Daman & Diu. 1ec3
In this phase alone, over 3.94 lakh BLOs are going house-to-house to 36.73 crore electors, assisted by 3.42 lakh Booth Level Agents appointed by political parties. In the first two phases covering 13 States/UTs, nearly 59 crore electors were covered with 6.3 lakh BLOs and 9.2 lakh BLAs. 1ec3639b
Once Phase-III is complete, the entire country will be covered except Himachal Pradesh, Jammu & Kashmir and Ladakh, where the schedule will be announced later after considering Census Phase-II and snow-bound weather conditions.
Recently, on July 15, the ECI revised the schedule for several Phase-III states including Karnataka, Delhi, Telangana and Punjab, extending enumeration by 10-12 days due to field challenges. Unlike normal annual revision, SIR is an intensive, ground-up verification exercise aimed at removing deceased, shifted, duplicate and illegal entries while ensuring every eligible 18+ citizen is included. The ECI has requested all parties to appoint BLAs for each booth to ensure full transparency.
