KI-SWSH tells DGP Mukesh Singh to prosecute mob justice following 15 June L. Munlui attack by NSCN-IM, ZUF-Kamson; slams branding of injured civilians as terrorists at RIMS; renews call for separate administration

Sadar Hills, 17 June 2026: The Kuki Inpi South West Sadar Hills on Tuesday challenged Manipur Director General of Police Mukesh Singh to convert his public pledge on rule of law into “decisive executive action” against those taking law into their own hands. The demand follows the 15 June armed assault on L. Munlui village in Kangpokpi district and the row at Regional Institute of Medical Sciences, Imphal, where three critically injured civilians were shifted after evacuation by security forces. KI-SWSH said cadres of NSCN-IM and ZUF-Kamson faction attacked the village with sophisticated weapons and explosives, leaving three Kuki civilians with life-threatening injuries. The body called the attack part of a continuing pattern of violence targeting Kuki-inhabited areas since 3 May 2023.
KI-SWSH expressed shock that despite security forces identifying the victims as civilians and shifting them to RIMS, they were branded as terrorists inside the central hospital premises. The group said the intrusion into the hospital environment disregarded the condition of injured patients and violated basic humanitarian norms. It questioned the inability of DGP Mukesh Singh and state forces to neutralise armed groups involved in repeated attacks and asked whether such elements operate with “impunity.” The Inpi said the RIMS incident, where mobs surrounded the facility and contested treatment of Kuki patients, shows statutory legal procedures are being bypassed openly while police fail to enforce the law.
“We call upon DGP Mukesh Singh to validate his official pledge through decisive executive action, ensuring that all perpetrators who bypass statutory legal procedures and take the law into their own hands are prosecuted under the full force of the law,” KI-SWSH stated. The body argued that selective enforcement under DGP Mukesh Singh has eroded public trust and that the 15 June attack on L. Munlui, followed by the RIMS controversy, demonstrates complete breakdown of neutral policing. It said civilians cannot be safe when armed groups attack villages and mobs dictate medical access at Union-run hospitals without consequence.
KI-SWSH said the twin incidents strengthen the case for a separate administration for the Kuki people, describing it as the only viable mechanism for long-term security and protection. The organisation noted that buffer zones, divided markets, and blocked highways since May 2023 have already created two de facto territories. It argued that when victims must be airlifted out of Manipur because Imphal hospitals are unsafe for Kukis, the state has failed its constitutional duty under Article 21. The Inpi said repeated attacks by NSCN-IM and ZUF-Kamson, alongside police inaction at RIMS under DGP Mukesh Singh, leave Kukis with no recourse under the present system.
The Kuki body urged the government to immediately establish quality healthcare and educational infrastructure in Kuki-inhabited areas, stating that lack of accessible facilities compounds hardships in conflict zones. It said residents cannot rely on RIMS or other Imphal institutions when treatment is disrupted by mobs and patients are profiled. KI-SWSH concluded that protecting life, health, and dignity requires both criminal prosecution of mob actors by DGP Mukesh Singh and structural separation, and warned that failure to act on the police chief’s commitment would confirm institutional bias.
