Four Kuki CSOs Condemn Killing of Mother of Five at Chassad, Demand Murder Case Against IRB

Songpi: Four Kuki civil society organisations – namely the Kuki Youth Organization Women’s Council (KYO Women’s Council) Churachandpur District Lamka, the Kuki CSO Working Committee Kamjong District, the Kuki Students’ Organisation (KSO) Kamjong District, and the Kuki Women’s Forum Delhi & NCR – have issued separate but unanimous strong condemnations over the cold-blooded killing of Pi Domkhonei Touthang at Chassad village, Kamjong District on 9th October 2026.

The victim has been identified as Pi Domkhonei Touthang, aged 40 years, W/o Pu Lallenmang Touthang, resident of Chassad, a mother of five minor children including three sons and two daughters, who was shot dead while participating in a peaceful protest of unarmed Kuki women defending their village guards.

According to the joint facts stated by the organisations, the incident occurred at around 9:00 PM to 9:40 PM on 9th October when IRB personnel stationed at Chassad village, reportedly at the Teachers’ quarters of Chassad Primary School, opened indiscriminate fire upon the gathering of unarmed women, resulting in the instant death of Pi Domkhonei Touthang.

The Kuki Youth Organization Women’s Council, Churachandpur District, Lamka in its condemnation dated 10th October 2026 stated that the alleged involvement of IRB personnel in the fatal shooting cannot be tolerated or forgotten. The Council declared AUTHORITY IS NOT IMMUNITY, CIVILIAN LIVES MUST BE PROTECTED and warned that no uniform places anyone above the law.

The Kuki CSO Working Committee, Kamjong District in its Ref. No. KCSO/KMJ/PR-04/26 dated 10th Oct ’26, termed the act as reckless, unwarranted and not an accident. It asserted that IRB personnel intentionally fired multiple rounds into a crowd of peaceful women and demanded immediate prosecution under Section 103 and 105 BNS and Arms Act and removal of IRB post from Chassad.

Escalating its protest, the Kuki CSO Working Committee announced an indefinite, complete bandh and total shutdown at Chassad village effective immediately until the government fully meets its demands and holds the guilty personnel accountable, while offering prayers for the grieving family.

The Kuki Students’ Organisation, Kamjong District in its Ref No. 05/2026/KSO/KD-PR-08 dated 10/10/2026 expressed strongest condemnation, describing the act as cold-blooded and barbaric and raised serious allegations that several IRB personnel who attempted to forcibly disarm village guards are alleged to be NSCN-IM militants infiltrated into state force.

KSO Kamjong defined the incident as a gross violation of Human Rights and extra-judicial killing, clear evidence of state forces being misused by radical elements to persecute Kuki people, and a deliberate attempt to destabilize Kuki villages. It demanded FIR and arrest, high-level central inquiry into NSCN-IM infiltration into IRB, ex-gratia for family, and withdrawal of biased forces.

Questioning the legal grounds, KSO asked under whose authority did IRB shoot and kill an unarmed Kuki woman, warning of democratic agitation with all Kuki CSOs of Kamjong if justice is delayed, asserting that the blood of innocent mother will not go in vain.

The Kuki Women’s Forum, Delhi & NCR, Voice for the Voiceless, in its Ref No. KZWFD&NCR/2026/CON/38 dated 9th October 2026, also condemned the brutal killing, identifying perpetrators as combined Tangkhul groups including IRB and NSCN-IM and called for impartial investigation, stating no armed group has right to take a woman’s life with impunity.

Deeply anguished, the Delhi & NCR Forum said continued vulnerability of Kuki civilians raises grave concerns about safety, dignity and right to life under Article 21 and demanded time-bound investigation, protection of Kuki women and children in conflict areas, and humanitarian and financial support for the five children of the deceased.

All four organisations extended deepest condolences to Pu Lallenmang Touthang and family and collectively demanded Government of India, Government of Manipur and DGP Manipur ensure immediate action, rehabilitation and security to prevent recurrence of such barbaric crimes in Kamjong District.
