The Kuki History & Identity Protection Committee (KHIPC) has urged the Government of India, Prime Minister Narendra Modi and Union Home Minister Amit Shah to strictly enforce the ceasefire ground rules with the NSCN-IM, citing grave concern over the deteriorating security situation in Manipur. In a press statement issued Thursday, KHIPC said immediate action is needed to stop further loss of innocent lives.
KHIPC stated that the ceasefire agreement was meant to enable a peaceful political solution through dialogue. However, continuous violations by NSCN-IM cadres now pose a serious threat to peace. The committee highlighted unauthorised movement of armed cadres outside designated camps, setting up of illegal taxation points, and intimidation of civilians in Tamenglong, Noney, Ukhrul and adjoining areas as direct breaches of the ground rules.
The committee strongly condemned repeated attacks and killing of Zeliangrong civilians in Tamenglong District and Kuki civilians in Ukhrul District by NSCN-IM. KHIPC said these acts have caused loss of innocent lives, displacement of families, and widespread fear among indigenous communities. The ceasefire, it added, must not be used as a license to target other communities.
Demanding urgent intervention, KHIPC placed four demands before the Prime Minister and Home Minister. First, ensure immediate enforcement of all ceasefire ground rules, including confinement of NSCN-IM cadres to designated camps and dismantling of unauthorised outposts. Second, initiate firm action against NSCN-IM for its role in the attacks and killing of Zeliangrong and Kuki civilians.
Third, KHIPC sought an impartial inquiry into all incidents of violence and killing of civilians, along with compensation and security for victims’ families. Fourth, it demanded that the Centre guarantee protection of life and property of all communities in the state as per the Constitution of India.
KHIPC appealed to Modi and Shah for urgent intervention to uphold the sanctity of the ceasefire agreement and hold NSCN-IM accountable. “KHIPC stands for peace, justice, and the protection of Kuki history and identity, along with the safety and rights of all indigenous communities,” said Chairman Ginpu Haokip and Information & Publicity Secretary T. Kamkhosei Haokip, who issued the statement.
