India’s Failed Promise: 20 Years of KNO-UPF Talks with No Progress

The Suspension of Operations (SoO) agreement between the KNO (Kinda Northeast Organizations) and UPF (United People’s Front) with the Government of India was signed in 2005, aiming to grant separate administration to the Kuki community. However, 20 years later, the talks have yielded little to no progress, escalating into a community-based conflict. Despite multiple extensions and rounds of talks, core issues remain unaddressed, and the Kuki community continues to face marginalization and persecution. The SoO agreement was meant to pave the way for a permanent solution, but it’s become a never-ending process without a clear roadmap. Allegations of bad faith, mistrust, and lack of sincerity from the government’s side have marred the talks. The KNO and UPF have repeatedly raised concerns about the government’s failure to address their demands, including separate administration and protection of Kuki rights. The Modi-led BJP government’s non-committal stance has fueled frustration and anger among the Kuki community.

The lack of progress has led to a surge in community tensions, with the Meitei community viewing the Kuki community as a threat. Human rights organizations have called for greater accountability and transparency, but the government’s response has been muted. The international community is watching, and it’s essential that India acts responsibly to resolve the conflict.

The Kuki community’s patience is wearing thin, and the government’s inaction is pushing the region towards chaos. It’s essential that the Centre takes a proactive approach to resolve the conflict, rather than waiting for the situation to spiral out of control. The government must engage with the KNO and UPF in meaningful dialogue, address their concerns, and work towards a permanent solution. Anything less would be a betrayal of the trust reposed in the government. The people of Manipur deserve better; it’s time for the government to act.
