Songpi: The Kuki Youth Organization (KYO) Women’s Council has once again reiterated its ultimatum and demanded immediate and time-bound action from both the Government of Manipur and the Government of India to ensure justice, safety and dignity for Kuki women in the state.
In an official press statement issued on Friday, bearing Ref. No. KYO-WC/PR/2026/07, through its Department of Information and Publicity, the Council reminded the two governments of its earlier ultimatum issued on 5th September 2026 concerning the grave and continuing violations, insecurity and denial of justice faced by Kuki women in the aftermath of the prolonged crisis in Manipur.
The Council stated that exactly one week has now passed since the first ultimatum was served, but no concrete response has come from the authorities. It made its position absolutely clear that the suffering of Kuki women cannot and should not be treated as a secondary or peripheral issue, nor can repeated violations be allowed to fade into silence, bureaucratic delay or political inaction.
Highlighting the ground reality, the Council said Kuki women have been among the worst sufferers of the continuing conflict. They have endured the loss of family members, forced displacement from their native villages, acute insecurity, deep psychological trauma and the complete destruction of their homes, properties and traditional livelihoods. It also expressed serious concern over reported cases of sexual violence against Kuki women, issues which have already drawn sustained attention and documentation from several national and international human rights organizations.

In light of these grave concerns, the KYO Women’s Council has called upon both the State and Central Governments to demonstrate through concrete, visible and verifiable actions that the dignity, safety and constitutional rights of Kuki women are protected equally under the law without any discrimination.
The Council has placed four specific demands before the governments — prompt and impartial investigation into all reported violations and atrocities against Kuki women, fixing accountability and ensuring strict legal action against perpetrators wherever evidence establishes criminal responsibility, providing effective and immediate protection for women who continue to be at risk in vulnerable areas, and ensuring meaningful support, rehabilitation and justice for survivors and affected families.
The Council further demanded a clear and public response to the concerns and demands raised in its 5th September ultimatum. It asserted that continued silence from the corridors of power is not an adequate or acceptable response to women who have suffered violence, displacement and prolonged insecurity for more than two years.
Stating that justice delayed must not become justice denied, the Council urged the authorities to act with utmost seriousness, transparency and urgency, and to treat the issue of women’s safety and justice as a top humanitarian and constitutional priority.
Reiterating its stand, the KYO Women’s Council said it remains firmly committed to pursuing justice through lawful, democratic and peaceful means. It informed that the Council will continue to closely monitor the evolving situation on the ground and will place the concerns of Kuki women before all appropriate public, legal and constitutional institutions at both state and national levels.
The Council clarified in strong words that the present statement is a reminder, not a withdrawal, of its earlier ultimatum. It concluded by stating that it expects both the Governments of Manipur and India to take the matter seriously and to respond with concrete action on the ground rather than mere verbal assurances.
