KHRC Slams Illegal Bandh and Water Supply Sabotage in S. Changoubung, Kangpokpi

Songpi, April 22, 2026: The Kuki Human Rights Council (KHRC) has strongly condemned an illegal bandh and water supply sabotage in S. Changoubung village in Kangpokpi district, calling it a serious violation of human rights.

KHRC Condemns Illegal Bandh in Changoubung

According to KHRC, volunteers of the United Naga Council (UNC) forcibly imposed a shutdown in S. Changoubung Kuki village on Monday. The volunteers, reportedly belonging to the Tangkhul Kacha-Naga community, entered the village without consent to enforce the bandh despite objections from local residents.

The Council stated that such coercive actions have created unnecessary inter-community tension and disrupted peace and normal life in the area.

Water Supply Sabotage Raises Human Rights Concerns

KHRC expressed grave concern over credible reports that the main drinking water pipeline supplying the village was deliberately cut off during the bandh enforcement.

“The denial of drinking water to civilians is a gross violation of fundamental human rights and goes against international humanitarian law,” the Council stated.

Impact on Civilians and Vulnerable Groups

The rights body highlighted that targeting essential infrastructure like water supply disproportionately affects women, children, and the elderly. It stressed that such actions cannot be justified under any protest or political agenda.

KHRC further asserted that no organization has the authority to impose its agenda through intimidation, trespass, or denial of basic services.

KHRC Urges Government Action

KHRC urged the Government of India and Kangpokpi District Administration to immediately restore water supply and initiate legal action against those responsible.

It also called upon the UNC and other civil bodies to refrain from enforcing bandhs outside their jurisdiction and respect the rights and territorial integrity of neighboring villages.

Call for Peace and Dialogue

“Lasting peace can only be achieved through dialogue, mutual respect, and adherence to the rule of law—not through forced shutdowns or collective punishment,” the KHRC Department of Information & Publicity Wing stated.
