NSCN-IM Militants Attack Kuki Women Farmers in Saikul, KOHUR Demands Probe and Security Deployment

The Kuki Organization for Human Rights Trust (KOHUR) on March 7, 2026, issued a strong condemnation of an attack on Kuki women cultivators who were working in their agricultural fields between Tingpibung and Leplen Kuki villages under Saikul Sub-Division in Kangpokpi District. The incident occurred at approximately 1430 hours on Friday while the women were peacefully engaged in farming activities. According to the statement, the attackers were identified as Tangkhul Kacha-Naga militants of the NSCN-IM and their volunteers. KOHUR described the targeting of unarmed civilian women as a grave violation of basic human rights and humanitarian norms.

In its press statement, KOHUR said that if the reports are confirmed, the attack represents not only a moral failure but also a serious breach of the rule of law and the fundamental principles of human dignity. The organization emphasized that civilians, particularly women working in agricultural fields to sustain their livelihoods, must never be subjected to violence. The release noted that such acts deepen fear and instability in regions already affected by conflict, and called the incident a reminder of the continued vulnerability of tribal communities in Manipur.

KOHUR expressed deep alarm over the security situation facing tribal civilians in conflict-affected areas of the state. The organization said the targeting of women cultivators by NSCN-IM militants highlights the urgent need for immediate intervention by the Government of India and security agencies. It stressed that vulnerable communities require active protection measures to ensure their safety while carrying out essential livelihood activities. The statement pointed to a pattern of insecurity that has left farming populations exposed to violence despite their non-combatant status.

Following the incident, KOHUR listed four immediate actions it is demanding from authorities. First, it called for an urgent and impartial investigation to establish the facts of the attack and identify those responsible from the NSCN-IM and its volunteers. Second, it demanded the immediate deployment of adequate security forces in the affected areas of Saikul Sub-Division to prevent further attacks on civilians. The organization said visible security presence is critical to deterring repeat incidents by armed groups during the ongoing cultivation season.

The third demand focuses on long-term protection for farmers and villagers who depend on their fields for survival and livelihood. KOHUR said the state must guarantee that agricultural work can continue without fear of violence from militant groups. Fourth, it insisted on accountability and prosecution of the perpetrators under relevant laws if the allegations are verified. The organization reiterated that violence against civilians can never be justified under any circumstances and that impunity would only worsen mistrust in fragile regions.

KOHUR, which holds UN Special Consultative Status since 2016 and is registered under the Indian Regulation Act, 1908, said it stands in solidarity with the victims and their families. The Department of Information & Publicity of KOHUR issued the statement from its office at Eureka Cafe Building, Hill Town, Churachandpur. The organization urged all authorities to act swiftly to ensure justice, restore safety, and prevent further atrocities by groups such as the NSCN-IM against innocent civilians.

The press statement comes amid ongoing concerns over civilian safety in Manipur’s hill districts. KOHUR concluded by calling upon the Government of India and security agencies to treat the protection of vulnerable farming communities as an immediate priority. The group said timely intervention is essential to restore confidence among residents and to uphold the rule of law in conflict-affected areas where militant activity threatens civilian life.
